OBT's Weatherization program is designed to insulate homes and reduce the cost and utilization of energy resources. The agency is limited to the amount that it may spend on a housing unit. Additionally, we are required to conduct carbon monoxide testing to help promote a safe living environment. Periodically funds are available to for heating and air conditioning and appliance repairs.

Client's income may not exceed 150 percent of the current poverty guidelines. Priority is given to the needs of the elderly and disabled. Proof of income is required. Homeowners must provide a copy of their deed or landlords must provide two signed statements agreeing that the work can be completed.

Applications are available Monday through Friday, 8:00 AM - 5:00 PM at Operation Breakthrough. Completed applications and documents are required prior to any commitment for work.
