
The Administrative operations for Operation Breakthrough includes general
agency oversight, financial affairs, personnel services and facility
services. The main facility is owned by the County of Durham and is jointly
maintained with the agency.
The management of the agency is delegated by its Board of Directors to the
Executive Director. This office has the overall responsibility for al
activities of the agency. The current management style delegates the
day-to-day program operations to the individual Department Directors: Head
Start, Family Self-Sufficiency, Weatherization and Finance and Personnel.
In conjunction with the Board of Directors, this operation is responsible for
the preparation and submission of the various program and budget request,
strategic planning, managing payroll, monitoring agency expenditures,
facility management, data collection and reporting, accounts receivable and
payable, negotiating contracts, and benefit administration. It has the
responsibility to implement the policies of the Board of Directors and
standards as set by the funding sources and regulatory agencies.
It is the objective of this administration to ensure the delivery of quality
services in a dignified manner. It is our belief that people that have the
financial challenges of our clients endure deserve nothing less that qaulity
services. Ultimately, we desire to help each needy citizen through our
programs to achieve a status of economic self-sufficiency and have the tools
to maintain that status and progress.
We also believe that every staff person should have the opportunity to grow

management team to encourage the participation in training and educational
